And then just when people might be gaining clarity, HPD allows hundreds of people to gather outside city hall on a Saturday with very little masks and no social distancing. HPD just stood around and politely asked people to put in masks if they had them.But then over in Kailua HPD issued citations to a caravan of cars protesting a development. Go figure?
