Folks don't seem to remember the accidents caused by elders or kupuna via sudden stops, turns from the wrong lane, or pressing the gas pedal instead of the brake pedal. Plus the impatience from those stuck behind them at 10 mph can indeed cause problems. Almost all of Maui's roads are only 2 lane; those on Oahu may not understand.

Teen Drivers vs. Senior Drivers. Teen drivers remain a high-risk group into 2025. According to NHTSA’s 2021 data, drivers aged 15–20 had a fatal crash rate nearly 4 times higher per mile driven than drivers over 20. They comprised just 5.1% of licensed drivers but were involved in 8.5% of fatal crashes and 12.6% of all crashes. By contrast, drivers aged 65+ accounted for 20.8% of licensed drivers in 2021 and 19% of fatal crashes—roughly proportional to their population share.

Law makers will feel compelled to do something. A retesting of some type will be the likely panacea of choice. It will initially be for all. In conference committee it will be watered down due to cost and administrative overhead. The elderly will likely bear the brunt of the burden.Most fatalities have been attributed to either speed or alcohol/drugs. If the elderly drive too slow, it does beg the question, when was the last time you heard of a fatal accident caused because the driver was going too slow.
