The judgement exercised by Anne Lopez on this and other matters makes you wonder if there is a basic competency issue or inappropriate coordination that needs review. All in all quite the disappointment.

Top-notch depiction & dissection of a serious problem that spreads far past the Bag in Hand to 2 or more issues out here in the Bush sorely in need of your diagnostic eye & a couple aspirin. Mahalo Will !It happens once civil servants stop working acc. to the needs & merits of a given task, question, or issue. At the risk of losing their job (or resigning in frustration) they're held personally liable to perform like circus apes: act out doctrine, showcase preferred and pre-determined outcomes, and Never point at the party truly responsible for demanding the squaring of circles.
