We can assume Mizuno didn't authorize housing without infrastructure because he criticized it, so the question is, who did? And did that person suffer consequences too, or just remain in place, ready to make more serious mistakes with taxpayers dollars?

Well, I must be having an "attack of the stupids" but I don't get it.I know he was a critic (that's good, right?) of the City homeless project, but why shouldn't he join the Governor's office???
