Topfree sunbathing, the correct phrase, (as opposed to “topless”) as referenced at Bondi Beach, Australia, isnot nudity. Nudity by definition means exposure of genitals.
Topfree sunbathing has been unquestionably legal in Hawaii since the 1979 HI supreme court case linked below, State v. Crenshaw.
Nude sunbathing at NON state park beaches has been legal since 2000. See HI v. Milford, HI v. Kalama.
HI state park beaches, as opposed to the overwhelming majority of Hawaii beaches, do have a HI administrative rule against nudity which applies only at state park beaches, small in number. …
