Everyone agrees that it would be better if the nearly 1,400 Hawaii prison system inmates who are housed at a privately run facility in Arizona were instead incarcerated in the islands.

She also questioned the assumption that Hawaii needs to continue to incarcerate as many people as it does instead of reforming its justice system as many other states are doing.
