UPDATED: The floor of the U.S. House of Representatives “devolved into chaos and shouting” on Thursday as a measure to ensure protections for members of the LGBT community narrowly failed to pass “after Republican leaders urged their members to change their votes.”
That report comes from The Hill, which says the measure failed on a 212-213 vote — 213 votes were needed for passage — after “a number of Republican lawmakers” changed their votes from “yes” to “no” after the voting clock had expired.
“Shame! Shame! Shame!” Democrats chanted.

Rep. Tulsi Gabbard of Hawaii, a Democrat, was among the 212 voting “aye,” which included all 183 Democrats in the House Thursday and 29 Republicans.
Hawaii’s other representative, Democrat Mark Takai, missed the vote.
Takai also missed votes Thursday restricting the display of the Confederate flag in national cemeteries and increasing military veterans’ access to medical marijuana.
Update: Takai announced later Thursday that he would not seek re-election, citing health reasons.
Gabbard voted in favor of both measures.
