The most competitive Honolulu City Council race features a former member running against the incumbent.

Four nonpartisan candidates are on the Aug. 8 primary election ballot for the council seat representing much of East Honolulu that includes Waikīkī through Kaimukī, Kāhala and Hawaiʻi Kai.

Honolulu City Council District 4 has been represented since May 2019 by Council Chair Tommy Waters. The former council member Trevor Ozawa is challenging Waters in the primary, along with two relative newcomers.

If no single candidate acquires 50% plus one vote cast in the primary, then the top two finalists will go into a runoff in the November General Election.
