Jess Manapul is the Operations Manager at Honolulu Civil Beat.

Raised on Oʻahu, she brings a background in program management, community engagement, and design — particularly within nonprofits and civic tech.

Before joining Civil Beat, she managed and taught a statewide workforce development program at Purple Maiʻa and supported a national network of civic tech volunteers at Code for America.

Jess is a proud graduate of the University of Hawaiʻi—West Oʻahu’s Academy of Creative Media and began her career supporting nonprofits and local businesses through design and web development.

Outside of work, she volunteers with the Filipino Jaycees of Honolulu, helping lead event planning and marketing for community events celebrating Filipino heritage and culture.
