John Pritchett

The Hawaii Community Development Authority is a state agency that oversees development projects in certain areas of the state, most notably Kakaako where residents are complaining that the HCDA has grown too powerful. Rep. Scott Saiki, the House Majority Leader, represents that area and has been stepping into the middle of the political fight on behalf of constituents. He recently introduced a series of measures that could bring HCDA down a peg or two, including a bill that would repeal it. But political cartoonist John Pritchett sees Saiki as fighting an improbable battle against a powerful political foe.
