Rep. Tulsi Gabbard of Hawaii has been named the second “hottest” female in the U.S. Congress, according to Washingtonian magazine.

First-place honors went to Kristi Noem (R-S.D.) Besides Gabbard, no other Hawaii congressional delegate makes “The Best & Worst of Congress.”

Among the other rankings are these:

  • Funniest in the Senate: 1. Al Franken (D-Minn.)
  • Meanest in the House: 1. Sheila Jackson Lee (D-Tex.)
  • Party Animal in the Senate: 2. TIE: Joe Manchin (D-W. Va.), David Vitter (R-La.)
  • Clueless in the House: 1. Hank Johnson (D-Ga.)
  • Biggest Disappointment in the Senate 1. Ted Cruz (R-Tex.) 2. Marco Rubio (R-Fla.)
  • Wisest in the House: 1. John Dingell (D-Mich.)

“Since 1986, Washingtonian has sought the help of congressional aides in understanding their bosses,” says the publication. “Every two years, before lawmakers and their staffs head off for August recess to start the election season in earnest, we send an extensive survey asking for the best and worst performers in a host of categories designed to get past the headlines and TV-news zingers to capture the true culture of Capitol Hill.”
